Competition for the urban-architectural concept design for the BADEL SITE redevelopment

Opis

The proposal is based on the idea of looking for opportunities at the urban scale to establish an adequate connectivity of public spaces. We believe this is a crucial issue when one thinks about a viable city planning, to ensure a lively and vivid ambience, with places for gathering, meeting and circulation of people, and its consequences on economic and social sustainability.
The proposal aims at creating a new centrality as an alternative to the actual situation in Zagreb, characterized by the concentration around the Squares ban Josip Jelačić and Dolac / marketplace square.
The area of intervention was eventually expanded. It shall include the Eugen Kvaternik square, the open green market square, Bartola Kasica, and the Badel block itself.
A brief analysis has been developed to understand the pattern of occupation and also public transport and flow of people, establishing an expanded view towards the location, geometry, proportion and connectivity (if existent) of public spaces within the expanded area, and also, the relation of these to Badel site.
With this analysis, Eugen Kvaternik square was eventually perceived as “isolated”, and the open green market square as “incomplete”. Furthermore, we take into account the possibility of creating public space within Badel site limits, but how this particular space would eventually be connected to existing ones?
Connecting spaces with positive identity is the issue, through a notion of limitless unity of spaces fluidity and more freedom for pedestrian mobility, welcoming all streams that cross the site.
In response to this, we propose a sequence of 4 open, convex and continuous public spaces, each with their own “identity”, holding complementary or sequential activities, where mobility plays an important role.
Bartola Kasica Park is also considered part of this new centrality, but not included in the pre-defined area of intervention.
To the other 3 public spaces, one single word was attached to describe it according to the main issues one should respond to at this point: integration, completeness and permeability.

Completeness
The open green market square is a triangular-shaped public space, defined by Pavla Subica and Grge. Martica avenues. Considering the importance of old markets and squares of Zagreb this square lacks ambience, although the market remains a lively place.
The square is redesigned into a typical quadrilateral “piazza” solution which will expand its dimensions to approximately the same area as observed in Ban Josip Jelačić Square.
It should function as a more positive public space, integrating civic and commercial activities to the existing green market, and become an important asset to a pedestrian-oriented solution.
The idea is to “complete” the square and to redefine its importance as a centrality of this area, and thus to establish a new image in relation to the surroundings
To morphologically define and design this square, we established a few criteria:
• knit together surrounding spaces, streets and buildings, promoting pedestrian circulation.
• shape the space around the newly created square in dialogue with the sequence of buildings located to the east of the site,
• define the morphology according to existing surrounding buildings
Integration
Initially defined as an “isolated” urban fragment, this proposal aims at promoting Eugen Kvaternik square as an anchor to the area, and maximizes pedestrian flow along Pavla Subica street.
This square has a key function for this area of the city of housing an important public transport hub, and also a public garage.
The proposition looks at possibilities of creating an adequate connection of this space with the Badel area through a redesigned Green Market square, integrating Eugen Kvaternik Square with its surroundings.
Permeability
The Badel Block is currently closed to public circulation. It still reminds one of those “no entry” signs so typical in industrial areas.
The area of intervention occupies 2/3 of the block itself. Centralized within the block is the Distillery building as the focal point.
Criteria were also established in order to define proportion, geometry and positioning of public space to be located within Badel site limits. All these criteria had the Distillery as a protagonist.
Concerning the morphological solution the guidelines are:
• establish a distance and an axis to highlight the Distillery building.
• respect the morphology of the surroundings,

Both these criteria promote the idea of a morphological solution in which green area will eventually be created in the internal area of the block, in confirmation to the predominant morphology .
Some block interiors in a city like Zagreb are often accessible while others are not. This proposal creates a public-oriented block interior, to irrigate this space with different access points.
The main issue is to promote patterns of circulation throughout the three proposed public spaces, adding value to economic and social sustainability. With this, two main axis of circulation appear:
• Eugen Kvaternik / new green market square / Badel block / Grge. Martica street.
This axis promotes the idea to link Badel area with Ban Josip Jelačić Square through Grge. Martinica street, thus irrigating this area of Donji Grad.
• New green market square / Badel block / Vlaska street.
This new axis promotes a more direct connection between Vlaska street and the open green market square, and to the new public garage at underground level.
Furthermore, we propose to negotiate an agreement with building number 108 Vlaska Street, based on the idea that ground level can eventually be remodeled with the removal of some shops (which can be relocated into the new built environment) in order to guarantee a direct access from Badel to Vlaska Street.
Same negociation can be applied to neighbouring private sites, more specifically to the buildings at 102 Vlaska Street and along Derencina Street, where existing parking and service lanes can be replaced by the newly created public garage located along Derencina Street.
This proposal intends to create an identity to Badel area, through a notion of limitless unity of spaces and more freedom for pedestrian mobility, welcoming all streams that cross the site, promoting diagonal crossing of blocks, and thus creating new possibilities for the mixed-use pattern.

Actions to guarantee continuity and accessibility of proposed Green Market Square.
• avoid motorized vehicles crossing the public open space.
As a consequence of this particular intervention, traffic on Pavla Surbica towards Eugen Kvaternik Square will be diverted right into Grge Martica avenue, from where it will turn left into Heinzelova avenue to reach Eugen Kvaternik Square. The same solution can be applied for traffic in the opposite direction.
• maintain the tram / public transport line and stations levelled with the square.
• create a new underground public garage in order to cope with the saturation of street space with parking, as observed in this area.
This public garage will have the same rectangular shape of the Green Market square, occupying three underground levels. Pedestrian access will be guaranteed by vertical circulation in three directions: Kvaternik Square, Open green market and Badel site.

By locating the program on various levels and based on studies of circulation, we attempt to reach for visibility in an urban landscape dedicated to pedestrians.
To further estimate the use of space and periodicity, we define users as follows:
Residents, Day workers, Night goers and Commuting customers.
Commuting customers are the users of Badel area potential as a transport hub
Increasing neighborhood population adds to density, which in return also supports improved public transit service. Concentrating development density in and around transit stops and corridors maximizes people''s willingness to walk and reduces car ownership and use.
The design possesses a fragmented allocation of activities, The mixed-use pattern of occupation was organized as follow:
• Residential use > above street level floors at stretches 1 and 4.
• Commercial premises > above street level floors at stretches 2 and 3.
• Hotel and convention > stretch 5.
• Retail shops > street level and below street level (-7.0m).
• Public garage > underground of proposed green market square.
• Public space > street level and roof area of stretches 1, 2, 3 and 4. Cultural and educational spaces are included.
At street level, the definition of the volumetric solution was based on sightlines and circulation studies in order to determine open plans and occupied fragments.
Open plan solution was applied at stretch 2. This building shapes, defines, separates and connects the proposed open green market square and the public open space around the Yeast Factory. The head height of this open plan (some 9.0m) to guarantees visual permeability to that monument from most of the open green market square.
Other areas located at street level are destined to Retail shops. These will open outwards in two situations). The other retail shops and community services opens up to the block interior both at street and below street level (-7.0m), emphasizing the open block concept.
Below street level solution responds to the need of a direct and integrated solution to connect the public garage to Vlaska Street and also to Grge Martica street (westwards in the direction of Ban Josip Jelačić Square).
The idea is to create circulation for visitors (Commuting customers) using the underground parking. From levels -10.5m and -7.0m visitors will eventually use ramps to level -7.0m. Here, they shall be able to walk along an open air esplanade sided by commerce, services and green area, protected from the winter wind.
This circulation can also be described as a "fissure" in topography, revealing the interior of the site, but creating a hybrid place, leading pedestrians to the vertical circulation to other parts of the city.

Above street level, the idea was to balance the overall distribution of residences and offices considering that these are complimentary on their periodicity, and thus on a social and economic sustainability basis.
Industrial heritage These remains, far from being considered as a limitation, are seen as an asset. Each of them plays an essential role. They state and evidence the layers of history , defines a scale and actively interacts in the whole spatial experience
Concerning the Distillery, many would propose the distillery as an art centre. Maybe a community or sporting activities centre to promote social encounter and full-day use.
But, what if local community decided through use, the use of this public space?!
Its attractiveness must be granted by the support of the collectivity.
The rehabilitation and reconversion of this building is the key to the development of the Badel centrality and an asset to the sustainability of the area.
The façade of the Gorica Factory, on the other hand, shall be integrated to stretch 3, through terraces and “miradores”.
They must be independent floor levels, randomly disposed, but considering the rhythm of the “modenatura”, as an extension of the first three floor slabs
The northern façade will be retained as a portico marking the connection from Badel site to Vlaska Street, and to the urban ensemble, duly preserved and rehabilitated.
