Croatia and the Peripheral Moment
Once considered to be on the eastern periphery of Europe, Croatia is fast becoming more central geographically due to the expansion of the European Union.

Public Space and Zagreb
Following the ''Invisible Zagreb'' cataloging of spaces to be appropriated for public use, Badel Block shall play a role in providing public space to the city of Zagreb. What was once a privately owned block will now break its perimeter to allow for public programs to infiltrate.

Threshold
Vlaška Street is the threshold between the Upper and Lower Towns: where the topography of the foothills meets the urban block morphology of the city while capturing the key urban spaces in Zagreb. Blok Badel exists along this threshold.

This seam in the urban fabric is traversed by the street system which allows for north - south movement across this strong east - west space of the city. The Semi-Transparent Block seeks to make a micro-reference to this spatial threshold along the north face of Blok Badel.

Block Structure of Zagreb
The Semi-Transparent Block draws from the agrarian past in how blocks were subdivided inside the block. Housing along the north face makes reference to these former divisions of the interior block while allowing for a reading of a completed block that relates to the existing tower on Vlaška Street.

Wrap/ Infiltrate
The perimeter of the Badel Block is completed, but in a semi-transparent way: public and private programs infiltrate the center and periphery of the block.

Public/ Semi-Public/ Semi-Private/ Private Spaces
As a micro-reference to the reading of the spatial threshold, there are a series of layers that begin to define varying degrees of public and private spaces through varying uses of ground manipulations as well as building materials.

Program of The Semi-Transparent Block
The main programmatic elements are a new library for the city of Zagreb as well as various types of performance venues. An ''art walk'' zone of semi-public space along the north face of the block unifies several housing typologies: specifically a live/workshop for artists-in-residence who can open up their studios to the public several times a year. There are incubator offices and a culinary academy in addition to housing and hostel units that take advantage of the existing Gorica building. The investigation of program was rooted in the exploration of the ''Peripheral Moment'' as well as a site specific response to ''Red Empty'' in the distillery. We asked ourselves, "What type of programs and urbanism(s) would be formal and spatially relevant.
